Until 2022, Quebec faced suboptimal access to care driven by severe emergency department (ED) overcrowding. This left many patients who required emergency care waiting too long, while patients who could be served through primary care options, such as clinics or pharmacies, wasting their time in emergency rooms. 

To solve this challenge, the Ministry of Health uses Petal’s Orchestration Hub to strategically redirect non-urgent patients—either before they reach the ED or after triage when emergency care is unneeded—to primary care settings. This led to: 

  • $73.8M in annual economic benefits. 
  • 6,000+ visits redirected daily across Quebec. 
  • Better distributed resources toward faster, smarter care
